WELCOME
Welcome to the City of Haven! The personnel
at the
city office at 120 S. Kansas Ave (465-3618) are
available 8:00 a.m. to Noon and 1:00 to 5:00 p.m. Monday through
Friday to help you with your questions or concerns. A slot in the
upper portion of our front door is available, should you need to
correspond or pay utility bills after hours.
HAVEN CITY COUNCIL
The City is governed by a five-member
council and mayor. Regular council meetings are held on the first
and third Mondays of each month in the council chambers at 120 S.
Kansas Avenue at 7:00 p.m. Should you have a concern that needs
council attention, please call the city office at 465-3618 to
schedule a time on the agenda. Call the city office for a list of
current council members.

The City of Haven subscribes to 911
emergency dispatch service. The following agencies may be contacted
in the event an emergency occurs in your home or neighborhood.

UTILITIES
The City of Haven supplies electricity,
water, sewer, and refuse disposal service to all residents.
Should you
experience an outage in service, call
the city office. For problems after office hours, call (620)899-7129.
In
order to open a utility account, the city requires each
new customer making application for utility
service to make a cash deposit in advance with the City Clerk in the
amount
equal to the expected average bill for a three month period or
$250.00, which ever is the lower; except that for home owners the
amount is equal to the expected
average bill for a three month period or $150.00,
which ever is the lower.
If
the new utility customer can provide a letter
of good credit from the previous electric utility
service, indicating no more than one late charge in the last 12
months of service, no deposit will be required.
Refuse
is collected on Mondays for
residents on streets west of Kansas Avenue, on Sunset Lane, on
Sedgwick Place, on 8th Street, and for those with alley pickup just
east of Kansas Avenue. Service on the east of Kansas Avenue is
divided between Tuesday and Wednesday. An extra polycart is
available at a cost of $7.10 per month for a minimum of three months.
Extra pickups, at your request, can be arranged and charged on a
"per call" basis, depending on the size of the pickup. City
ordinance specifies that the polykarts be removed from the curb by
6:00 p.m. on collection days. A disposal refuse site is available
for city residents to haul tree limbs and clean lumber only. This
site is open each Wednesday from 11:00 a.m. to 5:00 p.m. and each
Saturday from 9:00 a.m. to 5:00 p.m. and is located on-quarter mile
east of Haven Road on First Street.

The Clarion is the official city newspaper for the City of
Haven. You will find all official notices and other City
information there. The Clarion is available by subscription
and
is sold at local businesses.

The
City requires that all dogs be
vaccinated for rabies and licensed annually. Yearly licenses
are due
on January 1 of each year at a cost of $7.00 for each un-spayed or
un-neutered dog and $3.00 for each spayed or neutered dog. A charge
of $10.00 per month is added to the fee for each month that the license
is not renewed. Residents failing to meet licensing requirements may
be cited to Municipal Court. PIT BULL DOGS ARE PROHIBITED BY CITY
ORDINANCE. No licenses are required for cats. Other types of
pets
or exotic animals are prohibited by city ordinance.
LAWN
CARE
The City encourages all residents to
take pride in the appearance of their property. An ordinance
prohibits residents from allowing weeds and grass to grow out of
control in their yards. Anyone cited for violations of this
ordinance will be granted due process as specified.
LIBRARY
The Haven Public Library has been
recognized by the South Central Kansas Library System as an
outstanding small library. The library is located at 121 N. Kansas
Ave. Hours are:

PARKS
& RECREATION COMMISSION
A wide variety of activities for all
ages is offered through Haven's Recreation Commission. For a current
schedule of programs, contact Merritt Wright at (620) 465-3555. In
addition, the Commission supervises the ground of Veterans Park on
South Reno Ave. and Engweiler Park on North Salina Ave. Two softball
diamonds, a tennis court, swimming pool and playground equipment are
located at Engweiler Park. A gazebo, community building and
playground equipment are available at Veterans Park. The community
building may be rented for parties and family gatherings. Contact
the city office for details.
SWIMMING
POOL
The City's swimming pool opens each
summer in conjunction with Memorial Day weekend and is open seven
days a week, weather permitting. Hours are 1:00 to 6:00 p.m. on
Monday, Wednesday, Friday, Saturday and Sunday and 1:00 to 8:00 p.m.
on Tuesday and Thursday. Swim parties may be scheduled through the
pool manager and lessons are offered for grade school students
through the Red Cross at a nominal fee.
TREE
BOARD
The Tree Board promotes the planting
and nurturing of trees for city residents. Haven has been named a Tree
City USA by the National Arbor Foundation and the Kansas
Forest
Service every year since 1981. For questions regarding trees, call
